Fire the follow-up call immediately and it's ignored

Symptom

Change value → immediately request approval. Approval doesn't stick, or sticks and then reverts.

Cause

The next call arrives before the write has landed. Chaining the two calls failed 37 of 37 once.

Fix

• Separate the two calls
• Wait 2, 4, 6, 8s and retry four times + re-fetch status on every round
• Record final failures in the progress file under a distinct code so leftovers can be counted later

★ A 200 means "the request was accepted," not "the next call can see it."
