Switch away from a free geocoder with tight rate limits

Symptom

Public Nominatim: 1 req/s plus a daily cap. RATE=1.15 gets 429; 1.6 still 429. Backoff grows to 300s and stalls at 17%. 10,000+ items would take 5+ hours with a ban risk.

Fix

Switched to Photon (Komoot) reverse geocoding.

• Lenient rate limit; ran at about 3 req/s
• Response: street / housenumber / district / city / countrycode under features[0].properties
• Sample 4/4 succeeded; results cleaner than Nominatim
